- This is Katrin with Disability Rights New York. Welcome to our podcast, "Empire State of Rights," where we bring you information on the most relevant topics regarding disability rights and advocacy. Today, we welcome the founder of Equal Opportunities for Students, Elijah Armstrong. He's here to discuss the Heumann-Armstrong Educational Awards and advocacy for equal access in education. Elijah, thank you so much for joining us today.

- Really glad to be on the podcast with you.

- So, before we start, I'm going to give my audio description. I am a white woman in my late 40s. I have long, brown, wavy hair, and I am wearing a peach-colored sweater with a gray T-shirt underneath it, and I think that's it for my description today. Elijah, can you provide us with a self-description and share a little bit with our audience about the work that you do?

- Cool. So I am Elijah Armstrong. I am a lighter-skinned Black male with shorter locks in my mid-20s. I'm currently wearing an orange button-up polo shirt, and I founded Equal Opportunities for Students I wanna say about six or seven years ago now, actually, and I run the Heumann-Armstrong Award, a scholarship for students with disabilities. We are in our third year of it, currently. So, yeah, that's the work that I do.

- What brought you to this type of work, especially around the education access for people with disabilities? And, of course, then I wanna follow up with how you started to work with Judy Heumann, but let's start with what brought you to this.

- Yeah, so I am epileptic. I grew up in Jacksonville, Florida, and I went to Stanton College Preparatory School in Duval County. It's a public high school, and, my junior year, the lights in my math classroom flashed. They caused me to have seizures literally every other day. It was bad. Like, it was a second period class too. So I would go to school, I'd be in school for like two and a half hours, three hours, and have to go to the hospital. So, obviously, that ruined my experience in that class, and the back half of those classes that day, and had implications on me the next day as well. So I asked the school for an accommodation. For a bit more context, Stanton was a really highly-ranked high school. It was like third in the nation ranked by Newsweek at that point. So I asked the school for an accommodation and they said they didn't do accommodations and that I would need to leave the school for the integrity of the program. Like, they put that in writing. It was a really wild circumstance. So I had to take legal action against the school and really fight for my right to be able to graduate with my peers and to be able to attend school with my peers, and it was a really hostile, adversarial experience with just the surrounding community as well at that point, but, yeah, especially because this was happening in like 2013, 2014. There's still a lot of problems with ableism, but the conversation around ableism in public is very different now than it was then. Yeah, so I got to college. I graduated high school with my peers in 2015, got to college, and immediately founded Equal Opportunities for Students to advocate for the rights of students with disabilities and just marginalized students in general to tell their stories and give them the chance to find out what their rights are, what resources they could access, things like that. So, yeah. That's how I got into this ed work.

- So you started this while you were in college. Did you have any other experiences at the college that you attended that were also creating barriers to your education? Or, by that point, had you really, you'd been through so much in high school, were you already aware of what you'd be on the lookout for?

- Yeah. I was really pretty aware of what to watch out for. That's not to say there were never any challenges, but that was one of the things that was really funny is people would say really sarcastically to me when I was in high school, they'd be like, "Well, what if this happens in college? What are you gonna do then?" Like, fully unaware of the fact that's literally what people with disabilities have to do, like all the time. Like, literally exactly the same thing. Like, if I want to get an education, that's what I have to do. Yeah, so.

- So interesting.

- Yeah, and the thing that I also think is really funny is a lot of people have more challenges in higher ed than they do in K-12 education, which, yeah, there's a lot that needs to be improved in the higher education system, but because of the fact that my high school explicitly refused accommodations point blank, period, like, anything that I received on the higher ed level was significantly better than, you know what I mean? There was no point where I had to contact OCR or a lawyer. So, like, it was a very different experience for me there than it was then. That's not to say there weren't any challenges, and I know a lot of students who do have challenges in higher ed, but because of the situation I came from, it was a much easier experience for me at that point.

- So, it sounds like the experiences, I wanna say unfortunate, but, really, as difficult as they were in high school, prepared you for what you would be on the lookout for in college, and you made a statement that there are differences, right? Between K through 12 and then going into higher ed, and let's talk about some of those barriers in education that really are commonly observed in our system today. I find it interesting, and something that I'd like to learn more about really is also the peer-to-peer relationship as these things are going on. You talked a little bit about the feedback that you got from your peers. Also, how does that impact the barrier to education, as well as, really, if you're having a full experience of whether it's high school or college? If you could talk a little bit about those things.

- Yeah, one of the things I think a lot of people don't really recognize, well, they recognize, but not really in terms of disability, is the fact that, specifically when you're looking at college, it's true for high school as well, but when you're looking at college and higher ed, that it is much more than just the academic experience, that oftentimes you're living on campus, you're joining clubs, you're going to recreational activities, whether it's bars or clubs or wherever it is you're going. You're going places with your friends, and if those places are inaccessible, you're not able to get the full experience. Like, I talk to students all the time who have challenges with housing being inaccessible, so they can't live where their peers live, and living with your friends is a large part of this experience. You know, clubs meeting in areas that are inaccessible. Over the summer, I meet with the AAPD interns every year, because I live in DC now, but there was a issue with one of the bars that some of the interns wanted to go to not being wheelchair accessible, and it was a thing that kind of blew up over Twitter, but it's like those are the kind of experiences that people have pretty regularly, and I think that that's something that people need to be very conscious of is making sure that the entire experience is accessible, so that people can experience all that their peers are, because I know that you don't just go to school just to learn. Obviously, the classes are very important, but you also build relationships and network, and you also get extracurricular activities and you get to grow in other ways as well. So, making sure those things are also accessible to people is very important.

- Right, and certainly all of those experiences are adding to your growth, really, as a human. You know, you're going to experience these types of relationship developments and networking as you move through your career, and so not having access to those is, and it's really shocking to me that, here we are in 2023, and when there's an issue of accessibility, especially like you're saying too, a bar that isn't accessible to a person who uses a wheelchair, oftentimes the response is, "Well, we really don't have a lot of people who use wheelchairs that come here," and it is really shocking that, still, there isn't that, that they can't draw that line. Well, no, of course. They're not able. They're not coming here because they're not able to get in. What has been your experience in how the public is addressing these issues? And even talking to our audience, what are some ways that we can advocate for equal access in our everyday lives, even outside of education?

- Yeah, I just wanna speak on that part a little more about the, you know, people with disabilities not coming because the place isn't accessible. So, when I was in high school, actually, the experience that I had was so sort of extreme that it ended up in the local newspaper, and I caught a lot of flack from some people who worked at the district, and also from some surrounding parents and a lot of students. It was a really wild circumstance, but, also, it wasn't just that backlash. I also heard from a lot of other people that would come up to me and my mom and be like, "Oh my God, I'm having this experience. I take this medication and it affects me this way. I have this issue and it affects me this way, but I can see the way people are treating you, and that is exactly why I am not going to come forward and say anything." So it really is a self-fulfilling prophecy in that way. Yeah, just generally being, my answer to this would be generally being aware of disability and listening to disabled voices I think is a really important thing to ensure that, especially because, so often, the voices of disabled people are not really centered, to make sure that it's still a disability-centric movement, and to uplift those voices and trust that people know what their access needs are, are very important steps to take.

- Well, and one thing that I feel like we've said in the past several recordings that we've done here, and we say it all the time at DRNY, that if you meet one person with a disability, you've met one person, right? Like, an accommodation is going to be as individual as the person that you are talking with, and knowing how difficult it can be to even ask for the accommodation I think is one of the barriers in and of itself, as you spoke about, where some people won't even go there because it's too much, and so the work that you're doing really is giving other people the space to start that accommodation process and feel supported through it, and so I thank you so much for that work, and, really, in this same stream, we've been talking a lot about ableism and linguistic ableism and how, even in movements, as you said, when the voices of disabled people are not being heard or considered even within the movement, it changes things, and we're looking at language, right? Words matter, and so as we look at some of the words that are still being used now, whether it's special needs or special education, differently abled and handy-capable, and, everyone in the audience, I wanna let you know that we're referring to these words to identify ableism and words that really are outdated, and, quite honestly, can be very offensive to people. So, let's talk a little bit about these terms and why the othering of any specific community is really at the root of a lot of, I think, misunderstanding, as well as is making it a barrier in and of itself. Let's talk about that a little bit.

- Yeah, one of the things I think is most interesting, and it's a through line that you hear in a lot of people's stories, like one that you hear in Judy's, is that education, and not just as a student, but like in the working in education, is oftentimes very inaccessible to people with disabilities. So, you find a lot of people, even when they're very well-meaning, that are separated from the actual disability community and the people who it is that we are talking about. So, oftentimes, you'll see things discussed with sort of a charity model and these phrases that we as disabled people don't typically use for ourselves, but it's really reflective of the fact that you don't see a lot of disabled people working in education, because it's so often inaccessible, which is also part of the challenge, is the fact that inaccessibility for students is oftentimes also inaccessibility for teachers or for administrators. Yeah, and I think that that's something that education in general should work at achieving more in the future is being more accessible for teachers, for administrators, for professionals with disabilities, because I think, also, there's that mentorship aspect. To be able to see and hear from and get advice specifically from people who experience things that are similar to the things that you experience I think is something that's important and sort of how this problem manifests.

- I think it's vital, right? I mean, as children, as teenagers and adults, and even people who decide they're going to have a different life, even at my age, right? Where they say, if you're looking at the way to your future, you want to also be able to see it in front of you, which means we need to see people who are like us doing the things that we wanna do, even in order to know that it's a possibility to start the journey, and so, to your point, if we aren't able to see teachers who either have a disability that is apparent or one that they can even speak about, we may not have the ability to have the students that are in their care to be able to see that and to know that anything is possible if they wanna do the same thing, and, of course, you brought up Judy Heumann, and let's talk, I don't even wanna say let's talk a little bit about her. I wanna talk a lot about her. Judy is a renowned figure in the disability rights movement, and often referred to as the mother of the disability movement, and her death was sudden, and so let's talk about the disability movement, really starting with Judy, and how her influence really is impacting all of the things that we've talked about so far.

- I mean, Judy did everything. Like, Judy did everything, and Judy knew everyone. Yeah. It's just so remarkable. I first met Judy in 2018, and this is something that I think is really remarkable. I'm not sure how familiar the listeners are with the AAPD internship program, but, AAPD, the American Association for People with Disabilities, runs an internship program every summer, and they match you with a mentor. I was an intern in 2018, and my friend Maria, her mentor was Judy Heumann, which is so wild to think about and it's just so wild to think about. At this point, this was in 2018, so Judy had already been Senate-confirmed twice. She was working for the Ford Foundation, and she signed up to be an official mentor for this program, and she kept up with Maria too. Like, I went out to dinner and drinks with Maria and a whole group of people that she kept up with from that period of time, because Judy was really, really into, like five years later, she's still staying in contact with these people. She was really, really into mentoring people. Yeah. Judy did so, so much. I don't even know where to begin, but that was just something that I wanted to name, was how much she gave to other people in that way.

- Right, and we can talk a little bit about the things that she did do, and we'll certainly put them in the notes of the podcast as well, because we are talking about legislation, Section 504, the Individuals Education Act, the Rehabilitation Act, the UN Convention on the Rights of Persons with Disabilities, and, of course, the Americans with Disabilities Act, the ADA. And so, when you ended up meeting her, I mean, I just find it not surprising, but absolutely fascinating that she was still keeping up with her students five years later, and, I mean, what an illustration of her commitment, not just her commitment to the students, but her developing relationships and keeping them when, really, she had an awful lot going on. So let's talk about that.

- Yeah, no, she really did. She really did. The work that I started with Judy when, so I met her in 2018, but I won the Paul G. Hearne Emerging Leader Award in 2021, and that's how we ended up starting the Heumann-Armstrong Award. I initially wanted to name it the Heumann Award, but Judy was insistent we name it the Heumann-Armstrong Award to work as co-equal partners on this, which also, again, really shows the kind of work and energy and thought process that she had in this, and she was really, even though at that point, "Crip Camp" had already come out. Like, "Being Huemann" had already come out. She was really a very large, pretty mainstream famous person at that point, but she was very, very dedicated to this project, and she read through the applications. Like, she had very strong opinions in terms of what we were looking for and what the process should look like, and really enjoyed meeting with the students as well once they were selected. Judy did a lot, and, again, when you're looking at the fact that she was doing so many things at this point, the fact that she took this on so, so heavily was really appreciated and also really remarkable. But, yeah, no, Judy really, really cared about giving her time to the youth and making sure that the disability movement continued and has more people continually pouring into it.

- And so, as we talk about the eligibility for this award, correct me if I'm wrong, but they're sixth graders, right? So, it's like 10 or 11 years old, and I'm just thinking, oh my gosh, at 10 or 11 years old, being able to put together an application, but also the possibility, previous 'til now, to meeting Judy through that, I think it's such a pivotal time in a child's life. Was that intentional? Was the sixth-grade year something you really thought about? And talk to us a little bit through that process.

- Yeah, yeah, because of the fact that, specifically when you look at Judy, the fact that her experience with ableism in school started when she was in elementary school, actually started earlier than being eligible for the award. These are things that students experience very, very often, and the only reason, initially, when we wanted to start it, we wanted to do it through elementary school, but we realized that we would have some challenges in terms of, because, ultimately, what we do is, once we have the winners, we shoot videos with them, we shoot video interviews with them telling their stories, and then they're illustrated by a group of artists, and those videos actually travel really well actually. Sometime in the next couple of months, I'm going to be speaking at a class at the Harvard Grad School of Ed. I know they've been used in some other universities as well. It gives them the chance to hear actually from students with disabilities, and we realized just having a conversation with some people, that, disability aside, that sort of ability to weave your life narrative is something that's kind of hard when you're that young, so we decided to just move it up to middle school, but in the course of the time that we've run the award, we've only run it for two years so far, and we've already had two middle school students win. One was Himani, who was shooting YouTube videos. She's an AAC user. She was shooting YouTube videos to teach her class and her classmates and her teachers about what it was like to use AAC, which was really cool to see someone advocating in that way, and the other was one who just won this last year, which was Ava, and Ava did a lot of work around realizing that her school was inaccessible and contacting the superintendent and making sure that the superintendent understood that things that a lot of people don't think about, like that sinks weren't at a height where students that were in a wheelchair could use them, that the playground was inaccessible, that the playground should be accessible too to students who use wheelchairs, and it's like, we really do see students at a really young age doing things that are really remarkable, but also, without the award, those are sort of things that aren't really acknowledged, you know? There isn't really a space, and that's something that, part of the reason why I wanted to create this award as well was the realization that a lot of people do a lot of really impressive work in the realm of disability that doesn't really have anywhere to go on a resume, where you can't really explain, "Hey, I've done this. Hey, I've done that." But, no, we really do see a lot of really impressive students that are very young, doing a lot of work. We get some great high school students too, and, obviously, students in higher ed as well, but we really do see some really great things from students in middle school and higher ed.

- That's fantastic, and you spoke about the first award winner, and for our audience who is not familiar with what AAC is, can you let us know what that is?

- I believe it stands for augmented alternative communication. I might have gotten that mixed up, but it's essentially a machine that allows you to text-to-speech, where you can type into the machine and the machine will then convey spoken language, and it's an alternative form of communication that allows a lot of people with various disabilities. I know oftentimes people have autism or apraxia and use a device like this. But, yeah, that's the sort of work that, well, other disabilities too, but those are just the ones that jump to mind, because both of the people who used AAC have those disabilities for the Heumann-Armstrong Award, but, yeah, that's what an AAC machine is.

- Thank you for that explanation. So, let's do the whole pitch for our audience on who's eligible, how they can apply, and, of course, we'll put all of this information in the notes and links that are relevant, but let's give them all the info.

- Yeah, so the Heumann-Armstrong Award is a scholarship for students in the sixth grade and up, including all forms of higher education, and we're looking for students who have experienced and fought against ableism in education. The application is pretty simple. It's open until July 16th. Yeah. It's pretty simple. If you don't want to fill out the Google form, you can also just answer the questions in a video and then email it to us, because we like to have alternative forms of media just to make it as accessible as possible, and you get to have a lot of really cool opportunities from being selected as a winner. We select six winners every year. Each winner gets a $1,000 monetary award, and then we do the interviews that are illustrated by Access Gallery, which is a group of disabled artists out of Colorado, and then we also get to introduce them to a lot of really cool leaders in the disability community. So, the honorable Tony Coelho and Kat Perez from the Coelho Center, Maria Town, the president of AAPD, Colleen Starkloff, who is the executive director of the Starkloff Institute, Arlene Mayerson from the Disability Rights Education and Defense Fund, Marcie Roth from the World Institute on Disability, and Jim LeBrecht from "Crip Camp." So we've gotten a lot of really cool people who worked with Judy from all different aspects of her life, all the way from Camp Jened, through DREDF, through the passage of the ADA, to all of the work that she was doing with AAPD, and then, also, Emily Ladau is gonna be doing a session with our winners before the video interviews start, just because Emily Ladau was the first editor in chief of Rooted in Rights. So, to sort of teach them how to tell their stories, which is, you know, I can't really think of anyone better to do that, you know? To teach you how to advocate as a disabled person. So, yeah, we've gotten some really great people together. Yeah, and it's a really cool opportunity, and we also select 10 semifinalists who each receive a $100 Amazon gift card, and, also, we usually get some surprises in there, some other things that we get. Like, last year, the Department of Education was still looking for comments on ways to update the 504 guidelines, so our winners were able to meet with the Department of Education to give their opinions on how Section 504 should be updated. So that's the kind of work that we're doing and the kind of things that these winners get to experience, and I'm really glad we get to continue this, because Judy was really excited every year about meeting these people and helping make sure that the disability community gets to continue and keep growing.

- Absolutely. What an extraordinary list of people that you have working on this team, and what an extraordinary opportunity for your applicants. I mean, really getting connected through this type of program, and let me ask you, so if it's starting at sixth grade, going through 12, is that all?

- Oh, not 12. Through all forms of higher ed.

- Oh, okay, all forms.

- So we get law school students, PhD students. We had two master's students who won last year. Yeah, so if you are in school and above the sixth grade, you are eligible.

- And can you apply every year?

- Yeah, we've had students who have applied the first year who weren't able to get it the second year, because we usually get a large number of applicants. So, again, if you don't get it, don't feel bad. It's a really difficult process, but, yeah, no, you're allowed to apply more than once.

- It sounds like it's pretty competitive. So, I was thinking, wow, being able to apply year after year as you're in school is a great way also to really build your profile and build your portfolio when it comes to these types of applications, and so if our audience wants to learn more about the Heumann-Armstrong Education Awards, where should they go and who should they contact if they have questions?

- Well, we run it. We run it. We're partnered with the Coelho Center. So, you can go to either my website, which is equalopportunitiesforstudents.org, or the Coelho Center's website. Reach out to myself or the Coelho Center, and we'd be really glad to answer any of the questions that you have about the project or the award or eligibility, and, yeah, we're really excited to be seeing all of these applicants.

- I can't wait to see, well, first of all, who the winner is, and also to see the other videos that you have. Are those from previous applicants, or are those from the winners that you had for the last two years?

- Yeah, they're all from the winners from the last two years. So, we have, for our last cycle, obviously, we got kind of thrown off. Because of the passage of Judy, there was a lot of work that went in there, and then, obviously, we were all very close to Judy, so it was a very difficult time for us personally as well, but we have 10 videos up right now, the six winners from last year, four of the winners from this most recent year. So we have two more videos that are in the process of being finished, and then, by the end of this cycle, we'll have a total of 18 videos, because each one of our six winners gets their video done. So, yeah, if you're curious to see what kind of work the students were doing over the last two years, it's on our YouTube channel. The videos are also on the Equal Opportunities for Students website. So you can see what 10 of the winners have done, what 10 of the winners have done to that point, and don't ever think that you haven't done enough, because there are a lot of people who I've talked to, because we like to meet and talk to the winners afterwards. There are a few of them who thought, "Oh, I didn't think that I'd done enough." So, if in doubt, just apply, and there's no harm in giving it a shot.

- Great advice, and I feel like we could probably talk about all of this work for hours, and I really would love for you to let us know if there's anything else that you'd like to share with our audience today. If there are any other projects or future developments coming up that you'd like to let us know about, we can talk about that before we sign off today.

- Not really that I can think of. It's just, you know, it's a really, really busy time with everything going on. I'm actually flying to New York. It will have happened by the time this airs, but I'm actually flying to New York Monday night, because, Tuesday, the Ford Foundation is holding a memorial for Judy that I'm gonna be speaking at, and then, that Friday, I'm presenting to the AAPD intern class about all the work we did with Judy. So, yeah, it's just a really busy time, but it's great to see Judy being remembered and the work that she did being so deeply acknowledged, but, yeah, that's just what I would say is the project out. I'm really glad with the team we've been able to put together, and I'm really glad for the opportunities we're going to be able to give our incoming cohort of Heumann-Armstrong Award winners.

- We are so excited to see the developments, and what an unbelievable way also just to keep Judy's legacy alive really for the future of all of your applicants, and we just look forward to seeing everything that they're going to do and everything that this project is going to do. So, thank you so much for taking time during this very busy time for you, and we look forward to talking to you again. Hopefully, we can have you on when we have the winner.

- Yeah, most definitely. Most definitely.

- ¿Qué te llevó a este tipo de trabajo, especialmente en torno al acceso a la educación para las personas con discapacidad? Y, por supuesto, luego quiero seguir con cómo empezaste a trabajar con Judy Heumann, pero empecemos por lo que te llevó a esto.

- Sí, soy epiléptico. Crecí en Jacksonville, Florida y asistí a Stanton College Preparatory School en el condado de Duval. Es una escuela secundaria pública y en mi tercer año, las luces de mi clase de matemáticas parpadeaban. Me causaban convulsiones literalmente cada dos días. Era malo. Además era una clase de segundo período. Así que iba a la escuela, estaba en la escuela como dos horas y media, tres horas y tenía que ir al hospital. Así que, obviamente, eso arruinó mi experiencia en esa clase y la mitad posterior de esas clases en esos días y también me afectaba al día siguiente. Así que pedí una adaptación a la escuela. Para contextualizar un poco más, Stanton era una escuela secundaria muy bien clasificada. Era como la tercera en la nación clasificada por Newsweek en ese momento. Así que le pedí a la escuela una adaptación y me dijeron que no hacían adaptaciones y que tendría que dejar la escuela por la integridad del programa. Me lo dieron por escrito. Fue una circunstancia realmente descabellada. Así que tuve que emprender acciones legales contra la escuela y realmente luchar por mi derecho para poder graduarme con mis compañeros y poder asistir a la escuela con mis compañeros, fue una experiencia muy hostil y adversaria con la comunidad circundante también en ese momento, pero, sí, sobre todo porque esto estaba sucediendo como en 2013, 2014. Todavía hay muchos problemas con el capacitismo, pero la conversación en torno a capacitismo en público es muy diferente ahora de lo que era entonces. Y... Sí, así que llegué a la universidad. Me gradué de la escuela secundaria con mis compañeros en 2015, llegué a la universidad, e inmediatamente fundé "Equal Opportunities for Students" para abogar por los derechos de los estudiantes con discapacidades y los estudiantes marginados en general para contar sus historias y darles la oportunidad de averiguar cuáles son sus derechos, a qué recursos pueden acceder y cosas así. Bueno, sí. Así fue como me metí en esto de la educación.

- Empezaste cuando estabas en la universidad. ¿Tuviste alguna otra experiencia en la universidad a la que asististe que también estuviera creando barreras a tu educación? O, en ese momento, realmente ya habías pasado por mucho en la escuela secundaria, ¿ya eras consciente de lo que tendrías que tener en cuenta?

- Sí, era consciente de lo que tenía que tener en cuenta. Eso no quiere decir que nunca hubo ningún desafío, pero una de las cosas más divertidas es que la gente me decía con mucho sarcasmo cuando estaba en secundaria: "Bueno, ¿y si esto pasa en la universidad? ¿Qué vas a hacer entonces?" Eran totalmente inconscientes del hecho de que eso es literalmente lo que las personas con discapacidad tienen que hacer todo el tiempo. Literalmente es lo mismo. Es como, si quiero obtener una educación, eso es lo que tengo que hacer. Sí.

- Es muy interesante.

- Sí y la cosa que también creo que es muy divertida es que mucha gente tiene más desafíos en la educación superior que en la educación de preescolar a 12º grado, entonces, sí, hay mucho que necesita ser mejorado en el sistema de educación superior, pero debido al hecho de que mi escuela secundaria explícitamente rechazó las adaptaciones y punto, cualquier cosa que recibí en el nivel de educación superior fue significativamente mejor que... ¿Sabes lo que quiero decir? No hubo ningún momento en el que tuviera que contactar a la OCR, Oficina de Derechos Civiles, o a un abogado. Así que, fue una experiencia muy diferente para mí allí de lo que era entonces. Eso no quiere decir que no hubiera desafíos y sé que muchos estudiantes tienen desafíos en la educación superior, pero debido a la situación de la que vengo, fue una experiencia mucho más fácil para mí en ese momento.

- Entonces, parece que las experiencias, quiero decir desafortunadas, pero, en realidad, por difíciles que fueran en la secundaria, te prepararon para lo que estarías buscando en la universidad e hiciste la afirmación de que hay diferencias, ¿correcto? Entre la educación de preescolar a secundaria y luego al llegar a la educación superior vamos a hablar de algunas de esas barreras en la educación que se observan comúnmente en nuestro sistema hoy en día. Me parece interesante y algo sobre lo que me gustaría aprender más es también la relación entre compañeros mientras estas cosas van sucediendo. Hablaste un poco acerca de las respuesta que recibiste de tus compañeros. ¿Cómo afecta eso a la barrera de la educación, así como al hecho de si se está teniendo una experiencia completa ya sea en la secundaria o en la universidad? - Sí, una de las cosas que creo que mucha gente realmente no reconoce, bueno, las reconocen, pero no en términos de discapacidad, es el hecho de que... Específicamente cuando se está considerando la universidad, también aplica para la escuela secundaria, pero cuando se considera la universidad y la educación superior, que es mucho más que solo la experiencia académica. A menudo se vive en el campus, ya sabes, uno se une a clubes, va a actividades recreativas, ya sean bares o clubes o donde quiera que uno vaya. Uno va a sitios con sus amigos y si esos lugares son inaccesibles, uno no puede tener una experiencia completa. Hablo con estudiantes todo el tiempo que tienen problemas con el alojamiento inaccesible, por lo que no pueden vivir donde sus compañeros viven, y, ya sabes, vivir con amigos es una gran parte de esta experiencia. Los clubes se reúnen en zonas inaccesibles. Durante el verano, me reúno con los internos de la AAPD cada año, porque ahora vivo en DC, pero hubo un problema con uno de los bares donde algunos de los internos querían ir pero no era accesible en silla de ruedas y fue algo de lo que se habló mucho en Twitter. Pero ese es el tipo de experiencias que la gente tiene con bastante regularidad y creo que eso es algo de lo que la gente tiene que ser muy consciente para asegurarse de que toda la experiencia sea accesible, para que la gente pueda experimentar todo lo que sus compañeros experimentan, porque sé que, ya sabes, uno no va a clases solo para aprender. Obviamente, las clases son muy importantes, pero uno también construye relaciones y redes y también tiene actividades extracurriculares y también puede crecer de otras maneras. Por eso es muy importante que la gente pueda acceder a todo eso.

- Correcto y ciertamente todas esas experiencias se suman a tu crecimiento, realmente, como ser humano. Ya sabes, vas a experimentar estos tipos de desarrollo de las relaciones y de la creación de redes a medida que avanzas en tu carrera y no tener acceso a eso... Es realmente impactante para mí, que estamos en 2023 y cuando hay un problema de accesibilidad, especialmente como tú dices, por ejemplo, un bar que no es accesible para una persona que utiliza una silla de ruedas, a menudo la respuesta es: "Bueno, realmente no hay muchas personas en sillas de ruedas que vengan aquí". Y es realmente impactante que todavía no exista eso, que no puedan establecer ese límite. Pienso: "Pues no, claro que no pueden. No vienen aquí porque no pueden entrar". ¿Cuál ha sido tu experiencia en cuanto a la manera en que el público aborda estas cuestiones? E incluso hablando con nuestro público, ¿cuáles son algunas maneras en que podemos abogar por la igualdad de acceso en nuestra vida cotidiana, incluso fuera del ámbito de la educación?

- Sí, me gustaría hablar un poco más sobre el tema de que las personas discapacitadas no van a un lugar porque no es accesible. Cuando yo estaba en la escuela secundaria, en realidad, la experiencia que tuve fue tan extrema que terminó en el periódico local y recibí muchas críticas de algunas personas que trabajaban en el distrito y también de algunos padres de los alrededores y de muchos estudiantes. Fue una circunstancia realmente descabellada, pero, también, no era solo que la reacción negativa. También me enteré por muchas otras personas que acudían a mí y a mi madre y decían: "Oh, Dios mío, estoy teniendo esta experiencia. Tomo esta medicación y me afecta de esta manera. Tengo este problema y me afecta de esta manera, pero puedo ver la forma en que la gente los está tratando y es exactamente por eso que no voy a atreverme a decir nada al respecto". Realmente es una profecía autocumplida en ese sentido. Sí, mi respuesta a esta pregunta sería que, en general, ser consciente de la discapacidad y escuchar las voces de los discapacitados. Creo que algo muy importante es garantizar, sobre todo porque a menudo no se centran realmente en las voces de los discapacitados, debemos garantizar que sigue siendo un movimiento centrado en la discapacidad y en elevar esas voces y confiar en que la gente sepa cuáles son sus necesidades de acceso, estos son pasos muy importantes que hay que dar.

- Bueno y una cosa que creo que hemos dicho en las últimas grabaciones que hemos hecho aquí y lo decimos todo el tiempo en DRNY, es que si conoces a una persona con una discapacidad, has conocido a una persona, ¿cierto? Al igual que una adaptación va a ser tan individual como la persona con la que estás hablando. Y entender lo difícil que puede ser incluso pedir una adaptación, creo que eso es una de las barreras en sí misma, como has dicho, en situaciones donde algunas personas ni siquiera van allí porque es demasiado. Así que el trabajo que estás haciendo realmente está dando a otras personas el espacio para iniciar ese proceso de adaptación y sentirse apoyadas a través de él, así que te agradezco mucho por ese trabajo que haces. Y realmente, en esta misma corriente, ya sabes, hemos estado hablando mucho sobre el capacitismo y el capacitismo lingüístico y cómo, incluso en los movimientos, como dijiste, cuando las voces de las personas discapacitadas no se escuchan o no se tienen en cuenta ni siquiera dentro del movimiento, cambian las cosas y nos fijamos en el lenguaje, ¿cierto? Las palabras importan y por eso, cuando nos fijamos en algunas de las palabras que se siguen utilizando hoy en día, ya sea que se trate de necesidades especiales o de educación especial de personas con capacidades diferentes o de personas hábiles y todos los presentes, quiero que sepan que nos referimos a estas palabras para identificar el capacitismo y las palabras que realmente están pasadas de moda y que, sinceramente, pueden resultar muy ofensivas para la gente. Así pues, hablemos un poco de estos términos y de por qué la exclusión de una comunidad específica en mi opinión, es la causa de muchos malentendidos, además de convertirse en una barrera en sí misma. Hablemos un poco de ello.

- Sí, una de las cosas que creo que es más interesante y que es una conexión que existe en las historias de muchas personas, como la de Judy, es que la educación y no solo como estudiante, sino como trabajador en la educación, es a menudo muy inaccesible para las personas con discapacidad. Por lo tanto, te encuentras con un montón de gente, incluso cuando son muy bien intencionadas, que están desconectadas de la comunidad de discapacitados y de las personas de las que estamos hablando. Así que, a menudo, verás cosas discutidas como en una especie de modelo de caridad y estas frases que nosotros como personas discapacitadas no usamos típicamente para nosotros mismos, pero realmente refleja el hecho de que no se ve a muchas personas discapacitadas trabajando en la educación, porque a menudo es inaccesible. Algo que también es parte del desafío, es el hecho de que la inaccesibilidad para los estudiantes es a menudo también inaccesibilidad para los profesores o para los administradores. Sí y creo que algo en lo que el sistema de educación en general debería esforzarse más en el futuro es en ser más accesible para los profesores, administradores y profesionales con discapacidades. Porque creo que también hay un aspecto de tutoría, poder ver, escuchar y obtener consejos específicamente de personas que experimentan cosas que son similares a las cosas que tu experimentas creo que eso es algo importante y es cómo se manifiesta este problema.

- Creo que es vital, ¿cierto? Quiero decir, como en niños, en adolescentes y adultos, e incluso las personas que deciden que van a tener una vida diferente, incluso a mi edad, ¿cierto? Donde dicen, ya sabes, que si estás pensando el camino hacia tu futuro, también debes ser capaz de verlo delante de ti, lo que significa que tenemos que ver a la gente que es como nosotros haciendo las cosas que queremos hacer, incluso para saber que es una posibilidad empezar el viaje así que, en relación a lo que decías, si no somos capaces de ver profesores que tienen una discapacidad aparente o una de la que puedan hablar, puede que no tengamos la capacidad de que los estudiantes que están a su cargo sean capaces de ver eso y saber que todo es posible si quieren hacer lo mismo y por supuesto, mencionaste a Judy Heumann, hablemos sobre ella, no quiero decir que hablemos un poco de ella, quiero que hablemos mucho de ella. Ya sabes, Judy es una figura reconocida en el movimiento de los derechos de los discapacitados y a menudo se refieren a ella como la madre del movimiento de la discapacidad y su muerte fue repentina, así que hablemos del movimiento de la discapacidad, empezando por Judy y cómo su influencia realmente está impactando todas las cosas de las que hemos hablado hasta ahora.

- Quiero decir, Judy lo hizo todo. Judy hizo todo y conocía a todo el mundo. Sí. Es tan extraordinario. Conocí a Judy en 2018 y esto es algo que creo que es realmente extraordinario. No tengo certeza de cuán familiarizados están los oyentes con el programa de pasantías AAPD, pero, AAPD, la Asociación Estadounidense de Personas con Discapacidades, tiene un programa de prácticas cada verano y emparejan a las personas con un mentor. Yo fui pasante en 2018 y mi amiga María... Su mentora fue Judy Heumann, lo cual es tan increíble de pensar, ya sabes y es tan increíble de pensar en ello. En este punto, esto fue en 2018, Judy ya había sido confirmada por el Senado dos veces. Y así, cuando terminaste conociéndola, quiero decir, no me parece sorprendente, pero es absolutamente fascinante que ella todavía estaba al día con sus estudiantes cinco años después y quiero decir, es una ilustración de su compromiso, no solo su compromiso con los estudiantes, también su desarrollo de las relaciones y el mantenerlas cuando, realmente, tenía un montón de cosas que hacer. - Sí, bueno, realmente lo hizo. Realmente lo hizo. El trabajo que empecé con Judy, yo la conocí en 2018, pero gané el Premio Paul G. Hearne al Líder Emergente en 2021 y así fue como terminamos iniciando el Premio Heumann-Armstrong. Una de ellas fue Himani, que grababa videos de YouTube. Es usuaria de CAA o Comunicación aumentativa y alternativa. Grababa videos de YouTube para enseñar a su clase, a sus compañeros y a sus profesores cómo era usar CAA y fue realmente genial ver a alguien abogando de esa manera y la otra fue una que ganó esto el año pasado, fue Ava y ella trabajó mucho para darse cuenta de que su escuela era inaccesible y se puso en contacto con el superintendente y se aseguró de que el superintendente entendiera cosas en las que mucha gente no piensa, como que los lavamanos no estaban a una altura en la que los estudiantes en silla de ruedas pudieran usarlos, que el patio de recreo era inaccesible, y que el patio de recreo debe ser accesible también a los estudiantes que usan sillas de ruedas. Y con esto realmente vemos a los estudiantes a una edad muy joven haciendo cosas que son realmente notables, pero también, sin el premio, esas son cosas que no son realmente reconocidas, ¿sabes? No hay realmente un espacio y eso es algo que... Una de las razones por las que quise crear este premio fue porque me di cuenta de que mucha gente hace un trabajo realmente impresionante en el ámbito de la discapacidad y que no tiene cabida en su currículum, donde realmente no se puede explicar: "Oye, he hecho esto. Oye, he hecho aquello". Pero, no, realmente vemos una gran cantidad de estudiantes impresionantes que son muy jóvenes trabajando mucho. Tenemos algunos grandiosos estudiantes de secundaria también y obviamente, estudiantes de educación superior también, pero vemos algunas cosas realmente grandiosas de los estudiantes en la escuela media y educación superior.

- Es fantástico y hablaste sobre la primera ganadora del premio y para nuestra audiencia que no está familiarizada con lo que es CAA, ¿puedes decirnos qué es?

- Creo que son las siglas de Comunicación aumentativa y alternativa. Puede que me haya confundido, pero es esencialmente una máquina que te permite llevar de texto a voz, donde puedes escribir en la máquina y la máquina transmitirá el lenguaje hablado y es una forma alternativa de comunicación que facilita a muchas personas con diversas discapacidades. Sé que a menudo la gente tiene autismo o apraxia y utilizan un dispositivo como este. Pero, sí, ese es el tipo de trabajo que... Bueno, hay otras discapacidades también, pero esas son las que me vienen a la mente, porque las dos personas que usaron CAA tienen esas discapacidades para el premio Heumann-Armstrong, pero, sí, eso es lo que es una máquina de CAA.

Quiero decir, conectarse realmente a través de este tipo de programa... y déjame preguntarte, si comienza en sexto grado, llega hasta los de duodécimo, ¿eso es todo?

- Oh, no al duodécimo. Llega a todas las formas de educación superior.

- Tenemos estudiantes de derecho, estudiantes de doctorado. Tuvimos dos estudiantes de maestría que ganaron el año pasado. Sí, así que si estás en la escuela y por encima del sexto grado, eres elegible.

- ¿Y puedes presentarte cada año?

- Sí, tuvimos estudiantes que se presentaron el primer año que no fueron capaces de conseguirlo pero lo consiguieron el segundo año, porque normalmente recibimos un gran número de solicitantes. Entonces, de nuevo, si no lo consiguen, no se sientan mal. Es un proceso muy difícil, pero, sí, claro, se permite presentarse más de una vez.

- Parece que es bastante competitivo. Así que pensé: "Vaya, poder presentar solicitudes año tras año mientras estás en la escuela es una forma estupenda de construir tu perfil y tu portafolio cuando se trata de este tipo de solicitudes". Por lo tanto, tenemos, para nuestro último ciclo, obviamente, nos desanimamos un poco debido al fallecimiento de Judy, trabajamos mucho en eso y obviamente, todos eramos muy unidos con Judy, por lo que también fue un momento muy difícil para nosotros personalmente, pero ahora mismo tenemos diez videos publicados, los seis ganadores del año pasado y cuatro de los ganadores de este último año.
