Debbie Kindness serves as the General Manager of NDIS Property Australia, bringing over two decades of experience in tourism, finance, and property. Since joining the company in mid-2020, she has been instrumental in its growth from a two-person operation to a 25-member team. Debbie's leadership has been pivotal in marketing and selling NDIS investment properties, coordinating with builders, designers, lenders, and providers to ensure the successful development of SDA properties across Australia.
Minh Le, Founder and Director of NDIS Property Australia, leads initiatives to enhance SDA across the nation. Throughout these episiodes, Minh engages with many types of stakeholders to expedite the delivery of purpose-built SDA dwellings, aiming to reduce wait times for people with disabilities. His efforts focus on promoting choice and control for SDA participants and encouraging collaboration within the NDIS community.
Together, Debbie and Minh are dedicated to providing comprehensive, ethical, and sustainable solutions in the SDA sector, ensuring that individuals with disabilities have access to suitable and supportive housing options.

Our research reveals the staggering exposure of Cocoon's web within the NDIS - NDIS has paid (last 4 years alone) to Cocoon over $200,000,000, amounting to about roughly $50M per year over the last four years (plus more from prior years). On top of that, Cocoon’s associated property sales - specifically their "House Packages" sold to investors - netted approximately $50,000 in profit per sale (from a $100,000 gross profit). With roughly 300 sales, this equated to $15,000,000 plus in profits pocketed by Cocoon’s co-founder, Mr. Zaffar Khan, not to mention his earnings from other land development deals. In addition, they were selling $550,000 Cocoon franchises to overseas investors, with guarantees of $80,000 - $130,000 pa from these franchises. As recently as April 2025, Khan and his wife were reportedly shopping around to purchase $13 million worth of land in Brisbane. He offloaded a $16.5M land site last year too!
ASIC & NDIA & ATO should investigate businesses and assets held under Zaffar Khan’s family members to potentially seize such assets as "proceeds of crime" & repay investors & participants - if proven that he defrauded the NDIS or investors.
One has to wonder: How much financial wealth has Zaffar Khan amassed over the years by exploiting the NDIS and property investors - both domestic and abroad? Just look at the numbers above - that's a helluva lot of zeros yes?
