Texas School Landscape Rapidly Shifts

Hello, and welcome to another episode of the Family Freedom Project Podcast. Today we’re talking about changing education trends, especially the growth in homeschooling and how that has affected public school enrollment.
Segment 1: The Changing Landscape of Enrollment Forecasting
Texas is known for its rapid population growth, and public school enrollment trends have taken an unexpected turn. Before the pandemic, Texas saw an annual increase of up to 60,000 students. However, last year, the state only saw a growth of 12,000 students despite continued population growth. This significant slowdown prompted many to question the underlying causes.
Bob Templeton, a seasoned demographer and vice president of the school segment at Zonda has spent a significant amount of time looking into these causes. Templeton's role at Zonda involves working with school districts to project enrollment and plan for future needs. This includes decisions about new construction, building closures, adjusting attendance boundaries, and staffing. The firm utilizes a robust database of new housing construction across the United States to make these predictions. However, the traditional models are becoming less reliable due to several factors.
Segment 2: Factors Affecting Enrollment Predictions
Predicting school enrollment used to be closely tied to housing trends. According to Templeton, in the past, they could forecast changes with about 1% accuracy. However, over the last seven to eight years, this correlation has weakened, making accurate predictions more challenging. Now, discrepancies can range from 2% to 3%, which can significantly impact school planning and resource allocation.
The pandemic has played a major role in these changes, creating what Templeton describes as a "perfect storm." It disrupted traditional patterns, prompting families to relocate or explore alternative educational options. This has made it harder to pinpoint whether enrollment changes are due to internal district issues, new educational offerings, or broader trends like shifting demographics.
Segment 3: The Rise of Alternative Education Options
One of the significant changes affecting public school enrollment is the rise of alternative education options, including charter schools and homeschooling. In Texas, the expansion of charter schools has provided more choices for families. Additionally, homeschooling has become more popular, supported by a wealth of online resources and community networks. Between 2020-2022, Texans saw more than 59K withdrawals from public schools for students between grades 7-12 alone.
Templeton observed a striking increase in homeschooling during a visit to a Texas homeschool conference, which attracted 6,000 families. Many families choose to homeschool not only out of ideological reasons but for flexibility and control over their children's education. The convenience and customization offered by homeschooling appeal to many families, particularly those who can afford to have one parent dedicated to their children's education.
Another critical factor in declining public school enrollment is a growing distrust in institutions, including public education, influencing families' decisions. The once-stable pillars of community life—homeownership, church attendance, public school participation, and local activities—are no longer as prominent. This loss of trust and the desire for more personalized educational experiences have driven families towards homeschooling and other alternatives.
